I think Barry wins due to the fact Rebirth Wally excelled going 7000 miles in 6 seconds to going lightspeed and bfr'd himself, stating it was the fastest he's ever ran (even though he's supposed to be pre flashpoint who could go massively faster than light) thus rebirth Wally is slightly depowered, whereas New 52 Barry can "fast forward" his own personal timeline to match New 52 Zoom, who had the same time based speed Hunter Zolomon had, someone who could stomp Wally in his prime consistently.
